6. Unemployment Insurance
The Department of Labor Protection and Welfare, by the Labor Protection Bureau, has consulted with the
Thai General Insurance Association to have an insurance for unemployed employees who were dismissed or
laid off. The situation became an issue from demands made on the 2015 National Labour Day which proposed
the Government to enact a law to set up a fund for employees in case that business organizations went out
of business and did not pay their compensation. The fund would act as a security, for dismissed or laid-off
employees who had no fault, that they would be compensated accordingly to labor laws, either by the employers
or other organization. The unemployment insurance has, then, been considered an alternative for employees.
In this regard, the Committee had presented to the Department the industry’s practices and details of non-life
insurance to make the risk insurable for employees in case that their employers went out of business and could
not pay applicable compensations.
7. A Draft of Waterway Accident Victims Act B.E. …..
The Marine Department, Ministry of Transport, had assigned the Kasetsart University to study an
enactment of Waterway Accident Victims Act. In this regard, the Committee was invited to join the 2 seminar

in drafting the aforementioned Act, on October 7, 2015 and the 3 seminar on November 27, 2015. The drafted

Act aimed to provide coverage to waterway accident victims such as boat passengers, crews or employees on
board, or whoever affected by the insured boat, to receive a preliminary remedies for loss of life, bodily injury,
and medical expenses. The coverage limits would resemble what provided under the Motor Vehicle Victims Act
B.E. 2535. The Committee had already given comments on the aforementioned Act.
8. Miscellaneous Insurance Data Structure for Insurance Bureau System
As the Office of Insurance Commission (OIC), together with the Thai General Insurance Association, has
a project of Insurance Bureau System development, intended to be a central database for insurance business,
the Committee had considered the miscellaneous insurance data structure to be submitted into the Insurance
Bureau System (IBS) and had conducted an explanatory meeting on the miscellaneous insurance data structure,
in order to promote understanding among and gain comments from member companies, on September 8, 2015,
at the Thai General Insurance Association. Questions and recommendations from the participants have been
gathered and will be summarized before being later proposed to the OIC.
