5. Building an Information Verification System for Underwriting
The Committee was aware of the importance of information used in underwriting process. To prevent
situations such as having other insurance or possible fraud claims, the Committee has prepared to set up an
information center for insurance companies for an underwriting purpose. In this regard, names of underwriting
officers of member companies were gathered for information exchange.
6. Payment of Stamp Duty for Personal Accident Insurance
As the Thai General Insurance Association had informed member companies about the payment of stamp
duty for personal accident insurance since 2013, there were still some inquiries about this matter from time
to time. Therefore, the Committee advised member companies once again that Personal Accident Insurance
policy was subject to specific business tax (SBT), as per article 91/2 (3) of the Revenue Code, and to stamp
duty, as same as for life insurance policies, at the rate of 1 baht per every 2,000 baht or each debris of every
2,000 baht of the sum insured, up to the maximum of 20 baht.
7. E-Custody System of the Institute of Forensic Medicine
The Institute of Forensic Medicine, Police General Hospital, Royal Thai Police has developed a database
of forensic laboratory reports which contains details of dead persons including the record that if he/she had been
examined under forensic medicine or not, what the cause of death was, or the result of alcohol content in blood
found. Foreseeing that the system would be of use for member companies in considering fair claim payments
that are justified to people and the business, the Committee contacted the Institute for an approval to access the
system for inquiry, using designated user name and password. To ensure proper access and appropriate use
of information, the Committee held an explanatory meeting on the E-custody System for member companies on
December 28, 2015, at the Thai General Insurance Association.
8. Personal Accident and Health Insurance Data Structure for Insurance Bureau
System
As the Office of Insurance Commission (OIC), together with the Thai General Insurance Association, has
a project of Insurance Bureau System development, intended to be a central database for insurance business,
the Committee had considered the personal accident, health, and travel accident insurance data structure to be
submitted into the Insurance Bureau System (IBS) and had conducted an explanatory meeting on the personal
accident, health, and travel accident insurance data structure in order to promote understanding among and
gain comments from member companies, on December 1, 2015, at the Thai General Insurance Association.
Questions and recommendations from the meeting participants have been gathered and will be summarized
before being later proposed to the OIC.
