Health Insurance Committee
1. Liability Insurance Policy for Operations of Controlled Businesses Type 3
Department of Energy Business had a Ministerial Notification on Prescribed Rules and Procedures for Having
Liability Insurance to Cover Person Suffering Damage from Perils Arising from Operations of Controlled Businesses
Type 3 B.E. 2557 published in the Government Gazette Vol. 131, Special Part 236 D, Announced on November 20,
2014 and became in effect on the following day. In this regard, the Committee, together with OIC and Ministry of
Energy, developed a Liability Insurance Policy for Operations of Controlled Businesses Type 3 and the Insurance
Commissioner had a Commandment No. 44/2014 - Use of Form and Wording and Premium Rates of Liability
Insurance Policy for Operations of Controlled Businesses Type 3 under The Fuel Control Law, dated December 29,
2014.
2. Third-party Liability Insurance for Towing-Pushing Vessels and Barges
Marine Department has a policy to have insurance for towing-pushing vessels and barges in order to set
procedures for towing-pushing vessels and barges to have insurance providing coverage to damages suffered by
third-party and to the environment. In this regard, the Committee has developed a Third-party Liability Insurance for
Towing-Pushing Vessels and Barges and set premium rates thereof.
3. Project of Coverage Improvement for Day Case Medical Expenses
The Committee, in cooperation with OIC, improved the coverage for day case medical expenses and the
Insurance Commissioner had a Commandment No. 32/2014 - Amendment of Form and Policy Wording and Use of
Extended Coverage Endorsement for Day Case Medical Expenses, dated September 19, 2014. Insurance companies
had to operate accordingly. i.e., in case of a Day Case, the benefit shall be paid as if the insured is admitted as an
In-patient for 1 day. This is only applied to 18 specific operations or operative treatments and to treatments rendered
after the date that the Commissioner Commandment became in effect. The Commissioner Commandment became
in effect on September 19, 2014.
4. Revising and Amending Boat Passengers Liability Insurance Policy
The Committee, in cooperation with OIC and Marine Department, revised and amended the Boat Passengers
Liability Insurance Policy by increasing coverage limit for loss of life or permanent disability and revised the
premium rates. The revised policy has the limit for loss of life or total permanent disability at 200,000 baht/person
and limit for medical expenses at 30,000 baht/ person. In addition, to lower expenses of insurance companies, an
insurance renewal certificate was developed to replace insurance policy issuance in case that the entrepreneur had
to submit insurance document while filing for boat license renewal.
5. Project of Wet Season Rice Insurance for Crop Year 2014 (Micro-insurance)
The Committee, together with Fiscal Policy Office (FPO), Bank for Agriculture and Agricultural Co-operatives
(BAAC), OIC, and 4 insurance companies, namely Thaivivat Insurance Plc, Dhipaya Insurance Plc, Chaopraya
Insurance Plc, and The Viriyah Insurance Plc had undertaken the Wet Season Rice Insurance for crop year 2014.
The project has started since June 27, 2014. As of December 30, 2014, there were 55,567 farmers participating in
the program, total insured areas was 1,816 rais, and total premium written was 360,348,544.62 baht.
